Senate Order 192 (Murray Motion) on Departmental and Agency Contracts
Pursuant to the Senate Order on non-corporate Commonwealth entity contracts, the NBA is required to develop and maintain an internet listing of all contracts valued at or above $100,000 (GST inclusive), along with details of those contracts.
The NBA’s Senate Order listing on procurement contracts is published on AusTender and can be accessed by the Senate Order button located on that page.
Details of contracts relating to grants are published on GrantConnect and can be accessed by the Grant Awards button located on that page.
Estimated Cost of complying with this order
The estimated cost of complying with this order, based on hourly rate calculation for each level of officer involved in the process, is less than $1,000.
National Blood Authority grants and procurement contracts
Non-corporate Commonwealth entities and former FMA agencies are obliged to report to OLSC as soon as practicable about any possible or apparent breaches of the Legal Services Directions 2017.
After each financial year, the accountable authority of a non-corporate Commonwealth entity or former FMA agency must provide a certificate setting out the extent to which they believe the entity has complied with the Legal Services Directions 2017.
Legal Services Expenditure
Paragraph 11.1(ba) of the Legal Services Directions 2017 requires that, by 30 October each year agencies make publicly available records of the legal services expenditure for the previous financial year.
The figures below cover the period 1 July 2021 to 30 June 2022.

NBA’s standard purchasing terms and conditions
Where the NBA purchases goods and services, the Commonwealth Contract Terms will apply, unless the NBA has chosen to offer a different contract in its approach to market, or the NBA has given specific prior agreement in writing that other contract terms will apply.

Handling procurement complaints
The NBA is committed to conducting procurement in a manner that is in accordance with the Commonwealth Procurement Rules.
Complaints about procurement processes will be handled in accordance with the NBA’s Procurement Complaints Management Procedure.
Public interest certificates
A public interest certificate is a document issued by the NBA Chief Executive under section 22 of the Government Procurement (Judicial Review) Act 2018 that states it is not in the public interest for a particular procurement process to be suspended while applications for injunctions are being considered or complaints are being investigated.
